Here is the version without an agenda: the tourist strip along the beach and boulevard is walked daily by thousands of US visitors, and the precautions that matter are the same ones you would take in any unfamiliar coastal town.
Downtown Rosarito, the boulevard, the beach and the coastal condo communities like Costa Bella are the areas visitors actually spend time in, and they see heavy daily tourist traffic. Like any border city, there are areas away from that zone with no reason for a visitor to go, and locals will tell you which is which if you ask.

Baja California's has generally sat at a moderate "exercise increased caution" level rather than a warning against travel — check the current one before you go rather than relying on secondhand headlines.
Stick to well-lit, populated areas at night, keep valuables out of sight in a parked car, use ATMs inside businesses rather than on the street, and agree on prices with tour operators before starting. None of this is specific to Mexico — it is what a reasonable traveler does anywhere.

Cross at San Ysidro or Otay, take the Tijuana–Ensenada scenic road and exit at Rosarito Centro: about 40 minutes from San Diego. Coming from Ensenada it is 50 minutes on the same road. There is private parking in the building, so you never have to move the car all weekend.
